VELMAND

Governed permitting · for public building departments

The county's answer is yes, in the open, on the first pass.

VELMAND runs a building department end to end. Every fee is disclosed at application, every determination is signed, every record is sealed. It is the antithesis of red tape.

Why VELMAND exists

The permit process is built to make you quit.

The building permit required the septic permit. The septic permit required the building permit. Every invoice carried a surprise.
Drawn from Roots and Red Tape, the record of one family's permit.
01Costs are hidden until approval, when the permit is already gated on paying them.
02Prerequisites form loops with no legitimate exit, broken only by an insider workaround.
03The same parcel is re-verified in person across four offices in a single day.
04Timelines are opaque, tracked by refreshing email like lottery results.
05There is no grace for hardship, and no low-friction way to amend when the field changes.
The platform

One governed system, counter to certificate of occupancy.

Every permit type, fee, checklist, workflow, and inspection sequence is configuration a county owns and edits, never code. Deterministic engines compute the numbers. A contained assistant drafts within them and cites the adopted code or refuses. A credentialed human always holds the pen.

01

Disclosure at application

The full document set, the exact adopted code edition, and every fee, impact and mobility fees included, computed and shown before a submittal is made. No surprise at approval.

02

Plan pre-review against the adopted code

Deterministic checks against the edition the county currently enforces for that parcel. A drafted correction letter cites each section, measured against required. The approval stays with the examiner.

03

Inspections that coordinate

Online scheduling, itemized code checklists visible before the visit, sequence gating, and one-tap re-inspection. Multi-party visits align on one calendar.

04

Code enforcement, end to end

Complaint to notice to hearing to penalty to resolution, citing the adopted code, on the same signed and sealed record. The sworn acts remain a person's.

The pillar · defensible in the code

Security and due process you can verify.

Government has to answer for its AI, its security, and its record. Every claim maps to a real mechanism and a test that fails the build if the mechanism is absent.

01 / COMPUTE

Deterministic

The sealed engine owns every number and code result. The client surface computes nothing.

02 / SIGN

Signed

Bound to county, parcel, and permit with an Ed25519 signature, verified before display.

03 / SEAL

Sealed

Written to a hash-chained, anchored ledger. Rewriting the record contradicts its witness.

04 / ISOLATE

Walled off

Every procedure refuses another county's data. Role and applicant scoping on top.

Grounded intelligence

The assistant reasons only over the adopted code and the project record. It cites its section or it refuses. No open internet, no invented number.

Humans hold the pen

Issuance, the certificate of occupancy, citations, and code adoptions commit only with a named human approval. The assistant proposes; an official decides.

Sovereign records

Encryption at rest with a per-county key, immutable off-site backups, and per-county crypto-shred for records retention and lawful erasure.

Who it serves

Three surfaces, one record, walled off from each other.

Building department

Staff, scoped to their role

Permit technicians, plans examiners, inspectors, building officials, and code officers each see exactly their work, on the county's own configured workflows and a domain of its own.

Contractors & owner-builders

Apply once, watch it move

A neutral, standardized intake that treats every applicant as legitimate, with the full cost and live status visible from the first day, on any device.

The jurisdiction

Configured, not coded

A county adopts its code editions, builds its permit and case types, and sets its fees and inspection sequences itself, without a developer and without rigidity.

Where we stand
01Every fee at application. Never sprung at approval.
02No permit that requires the permit that requires it.
03Your land exists the day you buy it, not the day a clerk types an address.
04Apply once. Not four offices and three hours of driving.
05Status you can watch, instead of refreshing email like lottery results.
